Strengthening global environmental governance in the era of climate change: Pathways to a sustainable future

Abstract
The accelerating climate crisis has exposed the limits of the existing system of global environmental governance and made its reform an urgent priority. This analytical paper asks how global environmental governance can be strengthened in the era of climate change so as to secure a sustainable future. It reviews the widening gap between the goals of the Paris Agreement and the world’s current trajectory, diagnoses the principal deficits of the present governance system — insufficient ambition, inadequate finance, weak enforcement and fragmentation — and identifies concrete pathways to strengthen it, including more ambitious and accountable national commitments, a reformed climate-finance architecture, stronger compliance and transparency mechanisms, better coordination among state and non-state actors, and an equitable, just transition. Drawing on recent data and the outcomes of the COP29 and COP30 summits, it argues that a strengthened, better-financed and more equitable governance system can still align climate action with the Sustainable Development Goals and chart a pathway to a sustainable future.
